[edit] Powers
Optic blasts - Scott is able to release a beam of non-heated, ruby-red, concussive force from his eyes. His eyes themselves actually function as gateways to a non-Einsteinian universe; when this gateway is opened, photons from that world transfer into this one, and react with this universe's particles by creating gravitons moved by kinetic energy. In short, the reaction between the substance of this world and that one is a violent one, resulting in large amounts of force being directed at whatever the gateway is aimed toward. Naturally, Scott's eyes would be able to control these blasts, working as the aforementioned 'gateways', allowing as much of the force through as he would want. Unfortunately, due to both minor brain damage that he suffered as a child, and unintentionally self-imposed emotional and mental blocks caused by the traumas of losing his family and his adolescence, Scott has lost the ability to control the outpouring of energy. The only thing which will block this is his own body (or that of his brother), or ruby quartz. His body (and his brother's) is immune to the effects of his power, both in that they cannot hurt him and that the force they exert is not felt by him (thus why his eyelids are sufficient to stop it from emerging). The energy coming from this other dimension is unending, but the gateway mechanism in Scott's eyes is fueled by ambient solar energy; basically, if you put him in a dark room for a long enough time, the outflow of power from him would be extremely low, possibly stopping altogether. The maximum output of energy from Scott is unknown, but his blasts are strong enough to punch holes in mountains and cut through adamantium. With a device to help him control this energy (come on, Forge), Scott would be able to tone this down considerably, controlling both the area affected as well as the strength being exerted. His own sense of control is what stops the blasts that escape him from causing this level of damage, although they are still horrifically destructive. Certain reflective surfaces will also bounce his powers away rather than being smashed through by them, assuming the energy is at a low enough level.
Spatial Awareness - Scott's ability to understand and manipulate spatial relations is on an inhuman level; at a glance he can understand angles and dimensions well enough to create elaborate ricochets and banked shots that will let him hit his target from a seemingly impossible area.
Power Immunity - Scott is immune to the effects of his brother's powers, in the same way that Alex is immune to Scott's.

[edit] Personality
To everyone who doesn't know him (and to most of the people who do), Scott is extremely unemotional, serious, stiff, and distant. He doesn't express his feelings much, if ever, and when he does it very rarely comes out well or the way that he wants it to. He has extreme control issues, and this has bled out into all facets of his life, exhibiting itself extremely strongly in how he deals with others. He's been called a robot before -- not without reason -- and lacking in any kind of personality. While it's understandable how people could reach this conclusion, it's also patently false. It's not that Scott suffers from a lack of emotion, but rather closer to the opposite. He feels very strongly about things and the strength of his feelings is what makes him clamp down on them. He learned at a young age that it was better to give nothing away, to deal with everything himself, and to not let others in, than it was to open yourself up and risk being hurt. He's been that way for so long now that he honestly doesn't know any other way to be. It can be as frustrating for him as it is for others; he wants to connect more to some people (his brother, Jean, etc), but finds himself at an impasse, unable to create those bonds that he wants there, and without a clue how to attempt them. Oftentimes this will lead him to consciously decide that they aren't important things, although subconsciously he'll still desire them.
He tends to be conservative in thought and behavior, thinking things through and remaining calm even in the most chaotic situations. He takes charge and moves into a controlling role extremely easily; while this can be annoying to some, he fits into the position so well, and tends to resolve manners so easily, that people don't often tell him not to. He needs to have some measure of control over everything that's connected to him, from minor things to actual relationships with other people. The more that a person or situation lacks this aspect, the more that Scott dislikes it. It's not just that he wants to order people around, though. Scott honestly wants to help things, wants to fix them, and has extreme issues with trusting others to be able to fix things correctly. Trust is one of his major downfalls, and he would prefer to take the weight of the world onto his own shoulders than to trust that someone else can help him carry it. It's been proven to him too many times that others will fail you, intentionally or not. Scott has a very strong moral compass, and it's hard to deter him or smooth-talk him into thinking that something wrong is right. Even if he eventually agrees that something bad must be done to achieve something good, he won't fool himself into thinking the action itself is a correct one. And he will most likely try to take the responsibility of going through with the negative on himself completely, instead of letting someone else do wrong for him.
Scott dislikes talking about himself or admitting that he needs help or might have a problem, primarily because he doesn't know how to broach those topics in the first place. Even if he could, listening to someone else try and comfort him or give advice would likely make him run from the awkward. He doesn't know how to handle other people's emotional scenes, and if/when they happen, he really wants to leave the area (but will more likely stand there and awkwardly pat them on the shoulder). Scott stands up for the underdog, and won't fail to get into a situation just to help someone else out, but that doesn't mean he won't tell you exactly how you did wrong by getting into that situation in the first place. He can be extremely blunt, especially when it comes to criticisms, and has been operating on his own for long enough that he takes offense to being second-guessed. Scott is his own worst critic, and will consistently find fault with himself and the things that he has done, even if others don't. He is extremely driven, and will always push himself the extra mile, long after others have left the race or stopped paying attention to what he's doing. Scott is genuinely a giving and unselfish person, putting others and their needs ahead of his own, even if he's not going to be doing it with a smile on his face. When he reacts in an incorrect manner emotionally, he tends to not realize it; he might leave an encounter with his brother thinking that everything is fine and normal, while Alex is left devastated by whatever Scott just said. He doesn't really mind people hating him though. In fact, it can be easier for him when he thinks that people do, as he has a lot of disdain for himself as well. If Scott were less proud, he might recognize some of the heavy-set depression within himself, but as it is he thinks he's fine. Everything's fine. Nothing to see here. Move along. And stay out of trouble.
Also, Logan's a dick.
[edit] History
Scott Summers was the firstborn child of Katherine and Christopher Summers, a military family who were (at the time) living in Anchorage, Alaska. Christopher's parents lived there as well, while he and his wife were stationed with the Air Force, with Summers flying as a test pilot for them. The little family was happy, and Scott was a cheerful baby around his parents and grandparents, even if he could tend to turn fairly solemn around strangers. When he was three, they were relocated to Honolulu, and not long after that, Katherine found that she was pregnant again. Scott was only four when Alex was born, and wasn't entirely clear on what all had been happening besides his mother's stomach getting big because there was a brother in there (???), but he was very excited to be a Big Brother. He actually fit the role well, sharing his parents very graciously with Alexander, letting the little rolly pudgeball sit with him and Katherine when she would read to Scott, coming by to visit him in his crib and show him whatever new shell Scott had found recently on the beach, and so on. When Alex got to be big enough to actually follow around (kind of), Scott let him (although Katherine had to get him out of the habit of calling to Alex and patting his own leg the way that Christopher would to call their dog). As they got older, Scott would actually show him how to do a number of things that their parents didn't know about -- where the good hiking places were, how to hit the waves right when you were boogie-boarding out onto them, the cool way to stand up on your bike to ride it, etc. They tended to move a lot, which Scott didn't like (making friends over and over and over again could get exhausting), but it in turn just made him closer to his family.
Until, you know. They died.
When Scott was ten, his life moved onto its thereafter normal course of sucking and hating him. His father had taken the family out in a plane on a picnic, but on the way back an engine caught on fire and the plane began to go down. Katherine strapped a parachute to Scott and gave him his younger brother to hold onto -- a hug and a kiss later, and Scott was being pushed out of the plane, which moments later crashed into the ground in an explosion of fire and metal. The parachute didn't deploy, and the boys began plummeting; the adrenaline and fear triggered Scott's mutation far before it should have come out, and a burst of his concussive force shot out and hit the ground below them. It created enough resistance that it slowed their descent, and when they finally made impact Scott had turned them so that he would take the brunt of the crash. Alex was safe, but Scott in turn had hit his head hard enough that he was put into a coma.
Scott woke up at age 11.5, in a Canadian hospital. Without access to American records, they had no way to identify the orphaned boy who said he couldn't remember what happened. The details of his family and the incident were too fuzzy for him to recall, and would take several years to get back fully. His grandparents were still alive, but lived far enough north in Alaska that they were extremely cut off from the nearby cities and towns -- Scott didn't know how to reach them, or even that it was really an option. Paperwork was done up to release him to an orphanage in Omaha, Nebraska. Strings had been pulled for that to happen, by a certain geneticist interested in Scott, but the boy had no way of knowing that. Scott stayed in the orphanage for the next three years, during which time he became more and more withdrawn. It wasn't an easy life, and ended up being another portion which is hard for him to recall too many specific details of. He was picked on often for having 'brain damage' from the crash, and the more that he closed off and didn't engage with others, the more that nicknames like 'Scottbot' came about. Which he hates, by the way. Several times over the course of his stay, that same geneticist would come by to see Scott; he doesn't remember much about the visits though, and never connected that it was the same man who later on would publish his results and expose mutantkind to the world. It wasn't all a terrible experience though. He did have a friend or two, his closest being a pretty girl his age named Hannah. She was the only one that he told about his family, about how he wanted to find his brother, about his plans for leaving one day and doing that.
He didn't have a chance to, though. At fourteen, Scott was placed in the foster care of Jack Winters, a man who took advantage of the system to find kids that he could put to work. He had quite the Twist-era operation going on, housing a number of orphans in less-than-ideal surroundings, and making them run various jobs and cons for him. He wasn't a good man, quick to anger, and quick to lash out physically if the kids weren't doing what they were supposed to. Scott would oftentimes interfere if he saw Winters making a move for one of the younger kids, taking the beatings in their place. He stole from people on the street, sold drugs, and broke into houses for Jack. He found a small martial arts studio a little ways away, and ended up staying outsie of it sometimes, when he didn't want to go home, just watching the people inside. Eventually one of the owners took pity on the boy and brought him in, giving him lessons for free. He started to get massive migraines when he was 16 and his powers were beginning to come out; Winters, of course, had no interest in taking him to a doctor, and would just give him extra pills that weren't selling to fix the problem. Scott's powers came out one night in a parking lot, when Winters was furious at him for not bringing in a good enough take. A car was destroyed, and Jack became extremely interested in this new freakish thing and how it could be used to his advantage. Scott refused to use his powers to help Winters go after people he considered a threat or who owed him things; it increased the abuse at the foster home, but Scott didn't bend. Over the next few years, the eyeblasts started to come out more and more often, until finally Scott was forced to try and keep his eyes closed at all times, rendering him effectively blind. This didn't sit well with Winters at all, and Scott was kicked out.
He made his way somewhat, hating that he would have to at times rely on strangers to help him, living mostly as another vagrant homeless kid on the rough streets of Omaha, Nebraska. He was tossed into a jail cell when he was 18 for loitering (the cops taking pity on him by doing it, really, as at least he'd be in a climate controlled area to sleep for the night if he was in jail), where he met one Warren Worthington III. He and Warren began talking, and Scott told him that he kept his eyes closed because if he didn't then things tended to blow up -- it was a weird enough truth that he figured it would get people to think he was crazy, and leave him alone. Warren was a mutant himself though, and saw the story for the truth that it was. He told Scott about himself and his friend, Jean, and offered him a ride with them. Scott didn't even have to ask where they were going. He accepted immediately. Anywhere was better than here, and they were the first people he'd heard of that might be like him. Something about that felt....nice.
He roadtripped with the pair to the West Coast, where Jean was planning to attend UCLA. He liked Warren's charming and easygoing demeanor, how it was so much of what Scott could never bring himself to be. He liked Jean's compassion and kindness, and how things just felt...easier, around her. When she told him about her telepathy, she actually used it to give him something that he hadn't had in a long time -- sight. Using her powers, she let him see what she herself was seeing. Scott had fallen into instant like with Jean, but never made it known. He was even more of a freak than they were, in his eyes (pardon the pun), and didn't want to subject her to that. Or get shot down, as he was about 99.9% sure that he would. California (and the beach specifically) brought back more memories of his childhood. The trio broke into an abandoned hotel, deciding to use it for a living space, and Scott busied himself during the days with trying to fix things around there, or figuring out ways to keep them safer. People started to find them, though. Other people like them, mutant teenagers who needed a place to stay. Scott wasn't sure how he felt about it, aware that more people meant more danger -- specifically that it meant more people to look after, and he was worried that he wouldn't be able to cut it. He never tried to say that they should turn them away, though. He wouldn't have been there in the first place if Warren and Jean hadn't taken him in, and he knew it. And then Jean decided to bring Logan home. Why she went and did that, he would never know. Logan was more or less Scott's opposite in every way that mattered, and the two hit a strong discord from practically the first moment that they met. Needless to say, when Logan left and never came back, Scott was unsurprised. Unsurprised, but completely disgusted with him for the hurt that it caused Jean.
The hotel underwent two attacks from William Stryker due to his mutant hatred. Both times, Scott went on the offensive, and actually used his powers to defend the hotel. After each attack, he upped security again, berating himself for the ways in which it had failed before. When Forge came to the hotel, he fashioned a pair of glasses for Scott which actually enabled him to see again, unaided, for the first time in years. When Scott was 22, Tessa managed to locate his brother, Alex, whom Scott had accepted as lost forever. She gave him Alex's email and phone number, although it took another few months for Scott to actually find a way to get in contact with him. He figured Alex was probably better off without Scott in his life, anyway. Jean was instrumental in getting Scott to finally reach out, at which point Alex eagerly responded, wanting to meet his brother. The reunion was...rocky. Two years later and their relationship still is, but. In the fall of 2008, Scott found another familiar face in Santa Monica -- Jack Winters. The man had moved to California, and recognized Scott easily. Scott, of course, opted not to tell the others in the hotel, even Warren and Jean, not wanting to own up to his past. That, combined with Emma's persuasions, resulted in Scott deciding to simply leave the hotel. They would be safer without him. That following spring, he was brought back by Warren, convinced to be his personal bodyguard. Some part of Scott felt that he should stay gone, but concern for Warren overrode that, and so he had agreed. He has since been trying to maintain distance from the hotel still though, and keep his occasional run-ins with Jack a secret.
